Statement on Early Implementation of the New National Standards for Prepackaged Food Labels

Dear Consumers, Partners, and Relevant Regulatory Authorities,

In response to the update of national food safety standards, Shanghai Baino Food Co., Ltd. (hereinafter referred to as "the Company") hereby solemnly declares, in accordance with Article 13 of the Implementation Regulations of the Food Safety Law of the People's Republic of China regarding the early implementation of food safety standards, the following:

1. Early Implementation of Standards  
The Company has decided that, starting from June 1, 2025, food labels will be updated in advance to comply with the following new national food safety standards:  
  (1) GB 7718-2025 "General Standard for the Labeling of Prepackaged Foods";  
  (2) GB 28050-2025 "General Standard for Nutrition Labeling of Prepackaged Foods."

2. Scope of Implementation  
The categories of prepackaged foods subject to early implementation of the new standards are:  
  Chocolate and chocolate products, cocoa butter substitute chocolate and chocolate products, confectionery products (hard candies, milk candies, aerated candies, gelatin candies), and condiments (flavored sauces, compound seasoning sauces).

3. Implementation Arrangements  
  (1) The label design for newly developed products will fully comply with the requirements of the new standards.  
  (2) Existing inventory of finished products and packaging materials will continue to follow the original standards. Once the old packaging materials are depleted, food labels will be revised to meet the requirements of the new standards.  
  (3) The Company will complete the phase-out of old labels and the transition to new labels by March 16, 2027.

4. Commitments and Explanations  
Products subject to the early implementation of the new labeling standards will strictly adhere to the requirements of the new national food safety standards in the design, production, and use of food labels, ensuring that label information is truthful, accurate, and compliant to safeguard consumer rights. During the transition period, there may be instances of "coexistence of old and new packaging" for the same product in the market. The Company pledges to always prioritize food safety and consumer health, ensuring consistent product quality and safety regardless of packaging.

关于提前执行预包装食品标签新版国家标准的声明

尊敬的消费者、合作伙伴及相关监管部门:

为积极响应食品安全国家标准的更新，上海百诺食品有限公司(以下简称“我公司”)依据《中华人民共和国食品安全法实施条例》第十三条 关于食品安全标准提前实施的相关规定，现郑重声明如下:

一、提前实施标准

公司决定，自2025年6月1日起，食品标签将提前执行下列新版食品安全国家标准:

1、GB 7718-2025《食品安全国家标准 预包装食品标签通则》;

2、GB 28050-2025《食品安全国家标准 预包装食品营养标签通则》

二、实施范围

提前实施标准的预包装食品类别是：巧克力及巧克力制品、代可可脂巧克力及巧克力制品、糖果制品（硬质糖果、奶糖糖果、充气糖果、凝胶糖果）、调味品（风味酱、复合调味酱）

三、实施安排

1、新开发的产品标签设计全部按照新版标准要求执行;

2、现有库存成品和包装材料按照原标准执行，待老版包材消耗完毕后，开始按照新版标准要求对食品标签进行改版

3、我公司将于2027年3月16日前完成旧版标签消化及新版标签的切换。

四、承诺与说明

提前实施新版标签标准要求的产品，严格按照新版食品安全国家标准要求设计、制作和使用食品标签，确保标签信息真实、准确、合规，以保障消费者权益。

在过渡期内，市场上可能出现同一产品“新老包装并存”的情况，我公司承诺，始终将食品安全和消费者的健康放在首位，无论新老包装，产品品质和安全始终如一。
